Hazard Mitigation Eligibility Specialist

The team member is responsible for supporting, overseeing, and advising clients on the full spectrum of hazard mitigation compliance issues. This position reports to the Project/Program Manager. Position assignments are anticipated to be full-time with the possibility of deployment, remote work, or a combination.

General Duties & Responsibilities

  • Perform compliance and eligibility reviews and assessments of project applications
  • Assist with submission of application packages to funding agency
  • Maintain project application files, and track progress through review process
  • Write reports, determinations, detailed correspondence, and other documentation related to program parameters and proposals
  • Respond to Project/Program Manager and client to ensure timely delivery of service
  • Facilitate or participate in meetings with federal and state agencies, client personnel, and other stakeholders, including site visits and community/public meetings
  • Provide program compliance assistance to clients, including development of compliance programs and processes
  • Provide problem resolution strategies and solutions to resolve client issues and concerns

General Knowledge, Skills & Abilities Required

  • Proficiency with Microsoft Office suite, remote meeting applications, and data management tools
  • Ability to organize and write clear and concise reports, opinions, and other documents
  • Ability to work independently within a team, under stressful conditions and/or tight deadlines
  • supervision, and to provide real-time progress updates
  • Willingness to travel to project sites and work in recovery environments
  • Knowledge of federal mitigation funding programs, including:
    • FEMA’s Hazard Mitigation Grant Program (HMGP)
    • FEMA’s Building Resilient Infrastructure and Communities Program (BRIC)
    • FEMA’s Flood Mitigation Assistance Program (FMA)
    • FEMA’s Section 406 Mitigation Program (406)
    • HUD’s Community Development Block Grant – Disaster Recovery Program (CDBG-DR)
    • HUD’s Community Development Block Grant – Mitigation Program (CDBG-MIT)

Compliance Skills & Abilities Required

  • Demonstrated prior experience with hazard mitigation application development, review, and eligibility determinations
  • Demonstrated prior experience with federal review and RFI processes
  • Demonstrated prior experience with appeals
  • Demonstrated prior experience with hazard mitigation grant/sub-grant reporting, monitoring, and data tracking/management
  • Demonstrated prior experience with applicable federal requirements and regulations, including the Uniform Relocation Act (URA)
  • Demonstrated prior experience with audits and program accountability
  • Demonstrated prior experience with procurement requirements and compliance

Experience & Education Required

  • 5+ years of experience in application development, application review, and eligibility determinations and compliance for hazard mitigation programs (may be a combination)
  • Strong technical writing skills
  • Strong organizational skills
  • Ability to be credentialed by a federal agency

Certifications & Skills Desired

  • Bilingual (Spanish and English), both oral and written
  • Certified Floodplain Manager (CFM)
  • Experience with federal hazard mitigation systems, including NEMIS and FEMA Go
  • Familiarity with HUD Exchange
